The child's remains were discovered Feb. 26, 1999 in a wooded area behind a small church cemetery on Clifton Springs Road. Police believe he'd been dead several months before he was found.
Experts say the boy was between 5 and 7 years old, black, about 4 feet tall and 50 pounds. He was wearing a long-sleeve hooded pullover sweatshirt, a blue and white plaid sweater, blue jeans and brown suede Timberland boots, size 11.
An investigation determined the child likely came from the region that emcompasses metro Atlanta, south Georgia and parts of north Florida.
